VACANCY CIRCULAR NO. 12 OF 2016 – EXTERNAL ADVERT


Post: CHIEF ADMINISTRATION OFFICER II (LAPAD)
Salary Scale: D4 (P175, 224 – P193, 452 per annum)
Leave: 30 Working Days Per Annum
Qualification: Diploma/Degree in Management/Supply & Materials Management/Economics/Public Administration


Experience: At least six (6) years post qualification experience in Purchasing, Supply and Material Management and tender administration.
Benefits:
• Optional contributory Medical Aid Scheme: Government pays 50% and Employee pays 50%
• Contributory Pension Fund Scheme: Government contributes 15% and Employee pays 5% of basic salary


MAIN PURPOSE OF THE JOB
To provide secretariat services and technical advice to LAPAD Committees in line with the LAPAD Act.


DUTIES
1. Supervises and guides subordinates in accordance with set standards.
2. Plans and manages the Business of LAPAD committees and ensures that they conduct their business in line with the procedures and principles of LAPAD Act.
3. Provides secretariat services to the committees by keeping accurate records of the proceedings, arranging venue, personnel stationery and tender files.
4. Provides advice concerning LAPAD procedures, processes and principles and participates in the deliberations of tender adjudication without any voting power.
5. Schedules and attends public opening of tenders to ensure transparency and fairness of the tendering process.
6. Examines 9VETS) Bid/Tender packages from the procuring entities to ensure quality and adherence to LAPAD Procedures, processes and principles.
7. Registers bids, monitors and maintains the tender numbering system to ensure its integrity.
8. Undertakes any other related duties as directed by management.

VACANCY CIRCULAR NO. 13 OF 2016 – CRAFTSMAN B3-(PAINTING - ROADS) – EXTERNAL ADVERT


POST: Craftsman-Painting – (Roads)
SALARY SCALE: B3 (P38 280- P45 768) per annum
LEAVE: 20 working days per annum
QUALIFICATION: For direct entry to this grade candidates must be in possession of Trade Test B (Painting) certificate. Serving employees on grade B4 who acquire Trade Test B Certificate will be eligible for re-designation to this grade.

MAIN PURPOSE OF THE JOB
To provide painting services to Council.
MAIN DUTIES
• Undertakes painting works for walls, ceilings, and fits windowpanes
• Mixes paints to produce required colour
• Prepares and sign boards
• Replaces broken glasses
• Fixes wall paper
• Prepares a list of materials required for painting works and submit to supervisor for consideration and ordering.
• Ensures that materials issued for site are securely stored and used with care.
• Ensures that subordinates observe and enforce safety measures on site by avoiding possible fire outbreaks from chemicals used on painting works.
• Ensures that personal belongings of a tenant are well kept covered for during painting operations.
• Supervises subordinates, monitors time keeping, maintains attendance record and reports disciplinary cases to supervisor.
• Undertakes any other related duties as directed by management.
